In <br /> <br /> <br />the review report, findings of the District ,Engineer were that <br /> <br /> <br />no additional work should be authorized because of the unfavorable <br /> <br />relation between costs and benefits. These findings were con- <br /> <br /> <br />curred in by the Division Engineer and the Chief of Engineers. <br /> <br />A copy of the review report was made available to the <br /> <br />Mayor of Trinidad for review by him and other interested parties <br /> <br /> <br />in the area. After review of the report by proponents of a <br /> <br /> <br />multiple-purpose project, it was believed by them that some <br /> <br />benefits to be provided by a reservoir might have been over- <br /> <br />looked, and that such benefits might be sufficient to justify <br /> <br />the project. As a result, R. J. Tipton and Associates, Inc., <br />was retained to study the reports of the Corps of Engineers and <br /> <br />the Bureau of Reclamation, and to make certain original studies, <br />and to make recommendations based upon its findings. A thorough <br />analysis has been made of the reports and additional studies have <br /> <br />been made on water supply. Economic studies have also been made <br /> <br />based on data obtained by County and other officials. A summary <br /> <br />of these studies, findings of the reviews, and conclusions and <br /> <br />recommendations follow. First there is presented the summary, <br /> <br />conclusions and recommendations, which is followed by a dis- <br /> <br />cussion of previous reports and investigations.
