Consequently. the control of floods <br />by the construction of flood protective works and the re-regula- <br />tion of part of the irrigation water. together with the storage <br />and utilization of flood water, have been of paramount interest <br /> <br />to inhabitants of the Trinidad area for many years. The flood <br /> <br />control and irrigation problems. however, were of such magnitude <br />that local interests were unable to provide flood control pro~ <br /> <br />tection and additional irrigation water by a dual-purpose reser- <br /> <br />voir. <br /> <br />The first investigation and report on the Trinidad problem <br /> <br /> <br />by a Federal agency were made by the Corps of Engineers in its <br /> <br /> <br />so-called 308 Report. Subsequent investigations and reports <br /> <br />have been made by that agency. and the Bureau of Reclamation haa <br />made investigations and has prepared reports which have not baen <br /> <br />published. The first detailed report of the Trinidad problem, <br /> <br />which recommended construction of a flood channel, was prese~ted <br /> <br />to the Congress in House Document No. 387, 78th Congress. 2nd <br /> <br />Session. After consideration of the document, the channel im- <br /> <br />provement in Trinidad was authorized by the Congress. <br /> <br />Subsequent to that authorization a review of House Document <br />387 was made by the Corps of Engineers to determine whether a <br /> <br />multiple-purpose reservoir project to provide flood protection <br /> <br />-1- <br />
