INTRODUCTION The City of Trinidad and the agricultural land and other property contiguous to the Purgatoire River has been damaged Py floods intermittently in the past. and a major part of their- rigated land in the vicinity of Trinidad has had an erratio and undependable water supply. Consequently. the control of floods by the construction of flood protective works and the re-regula- tion of part of the irrigation water. together with the storage and utilization of flood water, have been of paramount interest to inhabitants of the Trinidad area for many years. The flood control and irrigation problems. however, were of such magnitude that local interests were unable to provide flood control pro~ tection and additional irrigation water by a dual-purpose reser- voir. The first investigation and report on the Trinidad problem by a Federal agency were made by the Corps of Engineers in its so-called 308 Report. Subsequent investigations and reports have been made by that agency. and the Bureau of Reclamation haa made investigations and has prepared reports which have not baen published. The first detailed report of the Trinidad problem, which recommended construction of a flood channel, was prese~ted to the Congress in House Document No. 387, 78th Congress. 2nd Session. After consideration of the document, the channel im- provement in Trinidad was authorized by the Congress. Subsequent to that authorization a review of House Document 387 was made by the Corps of Engineers to determine whether a multiple-purpose reservoir project to provide flood protection -1-
