Operation and <br />maintenance reimbursable by local beneficiaries is estimated at <br />$14,500 per year, making an average annual required payment of <br /> <br />$169,068. <br /> <br />Assuming a conservancy district to be organized to finance <br /> <br />the reimbursable costs, it is estimated that the total revenue <br /> <br />availeble for repayment of costs from the mill levy assessable <br /> <br /> <br />under the Conservancy Act and from the water users, based upon <br /> <br /> <br />their ability to repay, ~rould be about $42,327 per year. This <br /> <br /> <br />leaves a deficit of $126,741 with respect to the irrigation <br /> <br />features. It is not possible that the flood control benefits <br /> <br />could equal the annl~al costs of the flood control storage. <br /> <br />Certain miscellaneous benefits have been mentioned as ones <br /> <br />that should be recognized in the consideration of the project, <br />including recreation, rish and wild life, domestic water supply, <br />the generation of hydroelectric energy, and the reduction of <br /> <br />sediment entering Caddoa Reservoir. It is prObable that the <br />Fish and Wild Life Service of the Department of the Interior <br />would find negative benefits so far as fish and wild life are <br /> <br />concerned. If not, the regulations for operating the reservoir <br /> <br />would be such as to reduce irrigation benefits materially. The <br />project would he.ve a limited recreational benefit, but under the <br /> <br />present law this is not allowed as a nonreimbursable benefit. <br /> <br />Firm energy could not be generated by a plant located at <br /> <br />the reservoir becBuse the use of water for that purpose and for <br /> <br />irrigation are not compatible without re-regulating facilities. <br /> <br />The cost of the plant together with the cost of providing the <br /> <br />-4- <br />
