Operation and
maintenance reimbursable by local beneficiaries is estimated at
$14,500 per year, making an average annual required payment of

$169,068.

Assuming a conservancy district to be organized to finance

the reimbursable costs, it is estimated that the total revenue

availeble for repayment of costs from the mill levy assessable

under the Conservancy Act and from the water users, based upon

their ability to repay, ~rould be about $42,327 per year. This

leaves a deficit of $126,741 with respect to the irrigation

features. It is not possible that the flood control benefits

could equal the annl~al costs of the flood control storage.

Certain miscellaneous benefits have been mentioned as ones

that should be recognized in the consideration of the project,
including recreation, rish and wild life, domestic water supply,
the generation of hydroelectric energy, and the reduction of

sediment entering Caddoa Reservoir. It is prObable that the
Fish and Wild Life Service of the Department of the Interior
would find negative benefits so far as fish and wild life are

concerned. If not, the regulations for operating the reservoir

would be such as to reduce irrigation benefits materially. The
project would he.ve a limited recreational benefit, but under the

present law this is not allowed as a nonreimbursable benefit.

Firm energy could not be generated by a plant located at

the reservoir becBuse the use of water for that purpose and for

irrigation are not compatible without re-regulating facilities.

The cost of the plant together with the cost of providing the

-4-
