The operation studies indicated <br />that the reservoir under consideration would be empty 77 months <br />out of the 600 month study period, or 13 percent of the time. <br /> <br />Furthermore, recreational benefits are not authorized by law as <br /> <br />benefits against which nonreimbursable costs can be made. <br /> <br />Domestic ;rater for the City of Trinidad could be supplement- <br /> <br /> <br />ed by storage of water in the Piedmont Bridge Reservoir for use <br /> <br /> <br />during ~eriods of heavy demand. In addition to firming up the <br /> <br /> <br />City's supply with the enhanced supply, domestic water could be <br /> <br />furnished to the rural areas and towns northeast of Trinidad. <br /> <br />Benefits to the project from domestic water storage could be <br /> <br />obtained by using storage capacity in the reservoir instead of <br /> <br />increasing the capacity of the supply line from North Lake. <br /> <br />HO;lever, local interests would have to repay with interest the <br />cost of that part of the stora~e capacity allocated for domestic <br />PUrposes. The difference between tile cost of the project al- <br />located to conservation purposes anj the amount of the cost which <br /> <br />tne water users can repay was found to be so great that no at- <br /> <br />temyt was made to evaluate the benefit which might accrue to <br /> <br />domestic water supply. <br /> <br />No firm energy could be generated by releases from the <br /> <br />reservoir if a hydroelectric plant were installed as a part of <br /> <br />the project. The release of water for irrigat~on use is not <br /> <br />compatible with the release of water for the generation of firm <br /> <br /> <br />energy. He-regulation of the storage below the hydroelectic <br /> <br /> <br />plant is required to malee the two uses compatible. Studies <br /> <br /> <br />indicated that this would not be economical. <br /> <br />-22- <br />
