Based upon <br /> <br />. <br /> <br />experience :!.n the past ,rt th the Fish and Wildlife Service in con- <br />nection ,with similar projects, it is believed there would be <br />found neg~tfve benefits or there would be suggested an operation <br />plan whicn would reduce materially the functioning of the project <br />for its prtmary purposes. <br /> <br />-21- <br />
