<br />~ <br />00 <br />~ <br /> <br />'"' <br /> <br />USDA'S CRSC program activities rapidly progress <br /> <br />Congress appropriated $5.452 million <br />In fiscal year 1989 for implementing the <br />USDA Colorado River Salinity Control <br />Program. In addition, there was a small <br />carryover of Agricultural Conservation <br />Program (ACP) salinity funds used for <br />the application of salinity reduction prac- <br />tices in the Grand Valley and Uinta <br />Basin. <br /> <br />For fiscal year 1989, cost-share funds <br />for salinity control contracts was <br /> <br />Glenwood Dotsero <br />Springs Unit, Colorado <br /> <br />Reclamation issued a request for <br />proposals (RFP) for developing a <br />cogeneration/desalination plant in the <br />Glenwood Springs area. The RFP asked <br />the developers to bid on a proposal in <br />which the developer would be respon- <br />sible for the private planning, financing, <br />construction, operation of the plant, and <br />disposal of the salt. Reclamation would <br />pay a fee per ton as the salt is removed. <br />Negotiations with the selected developer <br />will consider the details of the coopera- <br />tive agreement for the planning and <br />implementation of the project. <br /> <br />Price-San Rafael, Utah, <br />Joint PRIDES <br /> <br />During the year, SCS devoted consid- <br />erable effort to prepare the USDA por- <br />tion of the Joint Planning Report/Draft <br />Environmental Statement (PR/DES). <br />The draft is expected to be completed in <br />September 1989 and presented to the <br />Bureau of Reclamation for inclusion in <br />the joint PR/DES. <br /> <br />allocated to the following projects: Big <br />Sandy, Wyoming; Grand Valley and <br />Lower Gunnison, Colorado; and Uinta <br />Basin, Utah. Funds for technical assis~ <br />tance and information and education <br />activities were also allocated to these <br />same projects. Limited technical <br />assistance funds were allocated to the <br />McElmo, Moapa Valley, and Price-San <br />Rafael projects. <br /> <br />Salinity Update special <br />edition available <br /> <br />The new special edition of Salinity <br />Update is available in multiple quan- <br />tities for informational and educational <br />purposes. The booklet provides a quick <br />reference explaining the problems, the <br />solutions currently underway, and agen- <br />cies involved in the cooperative effort to <br />maintain the salinity levels in the <br />Colorado River system. Just send a <br />short note to the Colorado River Basin <br />Salinity Program Coordinator at the <br />return address of this newsletter, provid- <br />ing the name of the group and the num- <br />ber of copies desired, as well as the date <br />of the meeting for which the copies are <br />requested. <br /> <br />Big Sandy, Wyoming <br /> <br />A Planning Report Concluding the <br />Study was published in March 1989 for <br />Reclamation's Big Sandy River Unit <br />since no costweffective plan was found. <br /> <br />A large number of salinity control <br />contracts were signed with individuals <br />and groups in fiscal year 1989. <br />Individuals and groups continue to <br />exhibit a high level of interest in par- <br />ticipating in the program, illustrated by <br />the large number of applications sub- <br />mitted. To date many more applIcations <br />have been received than the allocated <br />funding can handle. Upon completion <br />of the fiscal year, a full report of USDA <br />accomplishments will be prepared. <br /> <br />Progress Report No. 14 <br />released <br /> <br />The Quality of Water Colorado River <br />Basin, Progress Report No. 14 sum- <br />marizes the Colorado River Basin <br />salinity control activities. Progress Report <br />No. 14, prepared by the Upper Colorado <br />Region, has been distributed and covers <br />many water quality parameters. <br />Limited copies may be obtained by <br />writing the Regional Director, Upper <br />Colorado Region, Bureau of <br />Reclamation, P.O. Box 11568, <br />Salt Lake City, Utah 84147. <br /> <br />Grand Valley, Colorado <br /> <br />Reclamation's construction of the <br />west end Government Highline Canal <br />was completed with an additional 5,600 <br />tons of salt (at $lll/ton) precluded from <br />entering the river system annually. <br />About 55 percent of the piping of 15 <br />miles of canal laterals is complete. A <br />contract to pipe another 15 miles of <br />laterals is expected to be let this fall. <br />When completed, these lateral improve- <br />ments will reduce salinity by 20,000 tons <br />per year (at $64/ton). <br />
