~ 00 ~ '"' USDA'S CRSC program activities rapidly progress Congress appropriated $5.452 million In fiscal year 1989 for implementing the USDA Colorado River Salinity Control Program. In addition, there was a small carryover of Agricultural Conservation Program (ACP) salinity funds used for the application of salinity reduction prac- tices in the Grand Valley and Uinta Basin. For fiscal year 1989, cost-share funds for salinity control contracts was Glenwood Dotsero Springs Unit, Colorado Reclamation issued a request for proposals (RFP) for developing a cogeneration/desalination plant in the Glenwood Springs area. The RFP asked the developers to bid on a proposal in which the developer would be respon- sible for the private planning, financing, construction, operation of the plant, and disposal of the salt. Reclamation would pay a fee per ton as the salt is removed. Negotiations with the selected developer will consider the details of the coopera- tive agreement for the planning and implementation of the project. Price-San Rafael, Utah, Joint PRIDES During the year, SCS devoted consid- erable effort to prepare the USDA por- tion of the Joint Planning Report/Draft Environmental Statement (PR/DES). The draft is expected to be completed in September 1989 and presented to the Bureau of Reclamation for inclusion in the joint PR/DES. allocated to the following projects: Big Sandy, Wyoming; Grand Valley and Lower Gunnison, Colorado; and Uinta Basin, Utah. Funds for technical assis~ tance and information and education activities were also allocated to these same projects. Limited technical assistance funds were allocated to the McElmo, Moapa Valley, and Price-San Rafael projects. Salinity Update special edition available The new special edition of Salinity Update is available in multiple quan- tities for informational and educational purposes. The booklet provides a quick reference explaining the problems, the solutions currently underway, and agen- cies involved in the cooperative effort to maintain the salinity levels in the Colorado River system. Just send a short note to the Colorado River Basin Salinity Program Coordinator at the return address of this newsletter, provid- ing the name of the group and the num- ber of copies desired, as well as the date of the meeting for which the copies are requested. Big Sandy, Wyoming A Planning Report Concluding the Study was published in March 1989 for Reclamation's Big Sandy River Unit since no costweffective plan was found. A large number of salinity control contracts were signed with individuals and groups in fiscal year 1989. Individuals and groups continue to exhibit a high level of interest in par- ticipating in the program, illustrated by the large number of applications sub- mitted. To date many more applIcations have been received than the allocated funding can handle. Upon completion of the fiscal year, a full report of USDA accomplishments will be prepared. Progress Report No. 14 released The Quality of Water Colorado River Basin, Progress Report No. 14 sum- marizes the Colorado River Basin salinity control activities. Progress Report No. 14, prepared by the Upper Colorado Region, has been distributed and covers many water quality parameters. Grand Valley, Colorado Reclamation's construction of the west end Government Highline Canal was completed with an additional 5,600 tons of salt (at $lll/ton) precluded from entering the river system annually. About 55 percent of the piping of 15 miles of canal laterals is complete. A contract to pipe another 15 miles of laterals is expected to be let this fall. When completed, these lateral improve- ments will reduce salinity by 20,000 tons per year (at $64/ton).
