<br />Annual Report For 1973 <br /> <br />The Ft. Lyon has proposed an exchange of water (rom the Queen Reser- <br />voir which the Amit,)' might ha,'e in storage, for waler that they would store <br />in Thurston Reservoir. During the past year the Water Court granted Ft. <br />Lyon permission to mOl'e the Prince storage decre{" which had a very earl.v <br />storage date to the Thurston Reservoir. By delivering to the Amity through <br />the May Valley Drain and exchanging (or Queen Mo"aier the)' would S3\'e the <br />expense DC pumping to their canal and the Amity would have some storage <br />water in the Western division. <br /> <br />The move for transfer of water by the Fish and Game Commission [or the <br />permenanl pool in John Martin Reservoir has some Court obstacles ahead, <br />both in removing the purchased water rights from the Catlin Canal and in <br />calculating transportation losses. After that is determined Rules and <br />Regulations governing such a pool must be devised and adopted by the <br />Compact Commission and approved by water users. A committee composed <br />of 2 Engineers from Kansas and 2 from Colorado has been suggested by a <br />motion passed by the Compact Administration at its December meeting <br />to study the effect of such a pool on the operation of John Martin Reservoir. <br />This report should be made available for study by affected water users. <br /> <br />Distribution of water in the Canal was Cairly even until John Martin <br />was emptied late in June and even after that the river was fairly steady <br />until the middle oC August. From there on the Superintendent was obligated <br />to fill in with Reservoir water Cram the Great Plains. <br /> <br />Drops are being installed U1is fall on three different locations on the <br />lower end of the Canal. These will assist in more even distribution of <br />water as well as making water available to high gates. Our dragline and <br />other equipment was used throughout the year to clean and maintain the <br />Canals. <br /> <br />Page 4 <br />
