<br />nO~7?7 <br /> <br />120 day comment period is provided before the new standards <br />become effective in 6 months (watch your Federal Register for <br />future release of the proposed standards). <br /> <br />Department of Interior <br /> <br />The Office of Water Policy is establishing an "agenda" <br />for future activities. Dr. Tom Bahr, the Office's new <br />director, has announced that a tentative work program includes <br />such policy issues as cost-sharing formulas, other methods <br />of "innovative" water project financing, water data needs for <br />high priority national water problems, and DOI's policy on <br />acquisition of water rights. <br /> <br />Bureau of Reclamation <br /> <br />The State of Colorado signed a $3,171,520 contract with <br />the Bureau of Reclamation on June 23, 1982 for use of the <br />Bonny Reservoir conservation capacity. The contract gives <br />Colorado the right to use the reservoir's 39,922 acre-foot <br />conservation capacity for recreation and fish and wildlife <br />purposes. The Colorado legislature authorized the funding <br />over a four year repayment period. The state presented BuRec <br />with a $2 million check as initial payment at the signing <br />ceremony. Colorado will also pay a proportionate share of <br />the annual cperation and maintenance expense based on a ratio <br />of the conservation storage capacity to the total reservoir <br />capacity. <br /> <br />The State of Colorado will have full use and management <br />of the conservation capacity within guidelines specified in <br />the contract. BuRec will continue to operate the facility <br />and has the right to make release for safety and maintenance <br />purposes. The U.S. Army Corps of Engineers will remain <br />responsible for flood control. <br /> <br />Bonny Reservoir is a significant fish and wildlife <br />and outdoor recreation resource in Eastern Colorado. The <br />State of Colorado has managed the recreation and fish and <br />wildlife uses of Bonny Reservoir under a lease agreement <br />with BuRec since 1951 and has made a substantial investment <br />in the development of the facility and management of the <br />areaa <br /> <br />U.S. Synthetic Fuels Corporation <br /> <br />The U.s. Synthetic Fuels Corporation is expected to <br />announce that it will soon begin its third solicitation of <br />potential projects needing federal assistance. When announced, <br />project proposals will probably be accepted until November l. <br /> <br />First round solicitations are expected to result in one <br />or two loan guarantee contracts by September. The two <br />projects now expected to receive loan guarantees are a <br />$2.7 billion coal liquefaction plant in Breckenridge County, KY, <br />and a $2 billion indirect coal liquids plant near Gillette, WY. <br /> <br />@ <br />
