The <br />publications are: (l) ER ll05-2-l0, Planning Programs - <br />Feasibility planning, deauthorization review, flood plain <br />management, assistance to states; (2) EP ll05-2-15, Planning <br />Programs - Informational guidance on changes to uncompleted <br />authorized projects, flood plain management, and state <br />planning assistance; (3) ER ll05-2-20, Project Purpose <br />Planning Guidance - Federal and non-federal participation in <br />navigation, flood damage reduction, share protection, <br />hydroelectric power, recreation, and water supply; <br />(4) ER 1105-2-30, General Planning Principles - Planning <br />process, public participation; (5) EP 1105-2-35, Public <br />Involvement and Coordination - Design and implementation of <br />public participation; (6) ER ll05-2-40, Economics - National <br />Economic Development, cost allocation, interest rates; <br />(7) EP 1105-2-45, Economics - Benefit-cost procedures, <br />computation cost allocation; (8) ER ll05-2-50, Environmental <br />Resources - Compliance with environmental, fish and wildlife, <br />historic preservation, and water quality statutes; <br />(9) EP 1105-2-55, Environmental Resources - Information on <br />fish and wildlife cost-sharing, historic preservation; <br />(lO) ER 1105-2-60, Planning Reports - Content, processing <br />of planning reports. <br /> <br />Through publication of the new Planning Guidance Notebook, <br />the Corps says it has greatly streamlined its planning process. <br />For example, it states that the notebook contains all <br />planning guidance in one location rather than being scattered <br />among l02 publications as it was previously. Copies of the <br />publications comprising the Planning Guidance Notebook <br />(ll05-2-l0 throu h ll05-2-60 may be obtained from the U.S. Army <br />Corps 0 Engineers Pu lcations Depot, 890 South Pickett Street, <br />Alexandria, VA 22304. <br /> <br />Environmental Protection Agency <br /> <br />(July 13, 1982) EPA announced final standards for both <br />new and existing hazardous waste land disposal facilities <br />that are designed to prevent the release of hazardous <br />substances into ground water. The new regulations set. <br />standards under which all hazardous waste landfills, surface <br />impoundments, land treatment units, and hazardous waste <br />piles will be granted permits. The standards require most <br />new facilities to include an impermeable liner system and <br />protective final cover to prevent leachate migration. A <br /> <br />~ <br />
