The purpose of the August 182 workshop is to construct a rather crude <br />COClputer model of the Platte :{iver~ Various uses of water will be prograiJ:lIDe:d <br />into the model, values .....ill be assigned to these uses, and economic, <br />en\'i['"or:~ntaIJ and social impacts will be considered. The model will then be <br />refined ~hrough a series of technical meetings over the next several months. <br />Throughout the ?rocess, .3 state "shadow te.ao" will assist in developing the model <br />and will prepare to ~ake continued use of it when it is turned over to the <br />Natural qesaurces Commission at the completion of the ?roject. <br /> <br />. A second ",orkshop is anticipated in the late summer of 1983. While the <br />first ~orkshop participants are largely cechnical people with a few generalists <br />and policy officials, it is expected that the second ",orkshop will involve <br />primarily policy officials. This second ~orkshop produces the major product in <br />the AEA process. The participants at this work~hop will use the model to tryout <br />diff~rent development and management scenarios for the Platte River. <br /> <br />. Hopefully, the very nature of the process will improve commJnications and <br />instill some level of trust bet;.;een cowpeting proposed users. Ideally, <br />innovative t2chni~ues ror the ~ultiple use and efficient management of Platte <br />River water might enable all cOUlpetitors to satisfy their needs. Realistically, <br />the process should provide more usable technica 1 data, a better understanding of <br />various impacts, and a base of genera 1 support for a course of action which the <br />State may ~ish to follow in future ~ater policy decisions. These decisions may <br />take the form of allocation of State bnds for Federal-State cost-sharing <br />activities; the establishment of priorities for State financed studies and <br />d2\'elopment; or 2ven unified support of feder31 projects. <br /> <br />. Info["",:Jation packages will be prepar2d as 3. part of the contract to present <br />the findinss 2nd conclrJsions. It is not B.nticipated that the workshoys or the <br />AEA process will produce specific recommendations to policy offi~ials. The final <br />\...'Orkshop will produce a report summarizing the results of l'Jano.gement and <br />development a1ternatives~ Conceivably, the ~~atura1 Resoorces Commission in the <br />normal operations of the State Water Planning and Review Process might release <br />this repurt for a 90 day public review period, hold public hearings on it, and <br />furnish specific recommendations on it to the G~vernor and Legislature. If so, <br />ccm~ents by the Interagency ~ater Coordi~ating Committee, CommissionJ and Public <br />Advisory Board could also be included in the transmission to the Governor and <br />Legislature. <br /> <br />. <br /> <br />.Since entering the ~ont:act in early June, we have held a 2 day scoping <br />seSSlOn ",here (1) the obJect,ves of the process were delineated, (2) the b<>.Jnds <br />of the problem to be addressed at the first workshop to be held this August "'ere <br />agreed on, and (3) potential ",orkshop participants were identified. <br /> <br />. <br /> <br />Follo",ing the scoping session, plans have progressed for the first week long <br />workshop to be held at the Nebraska Law Enforcement Training Genter in <br />Grand Island, August 2-6, 1982. Forty-four individuals are committed to <br />participate, and will represent a wide range of technical capabilities, <br />interests, and organizatior.s. <br /> <br />@ <br />
