The Nebraska Natural Resources Commission plans to utilize the Adaptive <br />Enviroom~ntal Assessment (AEA) and Management Process as a means of helping State <br />policy level deci~ion makers agree on a course of action for utilizing the <br />remaining unallocated waters of the Platte River. <br /> <br />. The need for concerted State action and direction has been stimulated by a <br />combination of factors. These include: (1) a recent Nebraska Suprewe Court <br />decision that interbasin water transfer is not illegal, (2) a proliferation of <br />applications from water project sponsor~ for uses of Platte River water, (3) Dew <br />federalism that requires state cost-sharing for water project development, <br />(4) the federal designation of a portion of the Platte River Valley as a critical <br />habitat area for the whooping crane and the establishment of the Platte River <br />Crane Habitat Trust to help assure the maintenance of that habitat for such <br />cranes and other ~ater fowl in accordance with international obligations, (5) a <br />desire on the part of State officials to utilize a conflict resolution) consensus <br />building process to form the basis for support of water developwent and water use <br />decisions. <br /> <br />. The Natural Resources Commission has contracted for the services of an <br />interdisciplinary core team, trained in the AEA process, to assist the State in <br />applying the process to the Platte River in Nebraska. Team members are employees <br />of the U.S. Department of Interior, Fish and wildlife Service. <br /> <br />. The AEA process entails a series of alternating workshops and research <br />projects generally designed to provide a flexible and responsive program of <br />resour~e assessment and resource management.
