<br />O[l"7'l~ <br /> <br />" <br /> <br />The Gillette plant is sponsored by a consortium that includes <br />Koppers Company and Kaneb Services, Inc. <br /> <br />CONGRESS <br /> <br />A recent article in the "Engineering News Record" <br />(July l5, 1982) reports that the passage of legislation <br />granting federal eminent domain rights to coal slurry pipelines <br />looks quite promising. The measure won a closely fought <br />test in the House Interior and Insular Affairs Committee <br />even after the Reagan administration had announced its <br />opposition to the legislation. Several energy companies <br />have indicated that they would give up fighting for the <br />legislation if it does not pass this year -- which has caused <br />railroad interests to try to delay consideration of the <br />legislation. <br /> <br />S 2494, containing the water research provisions of <br />S l095, ordered reported by the Senate Committee on Environment <br />and Public Works on May lO, passed the Senate on June l4. <br /> <br />S 1095, defining a water planning role for states and <br />creating a coordinating council at the National level, is <br />still being "held" from floor action. The bill was ordered <br />reported by the Senate Committee on Environment and Public <br />Works in April 1981. <br /> <br />EIS AND PERMIT APPLICATIONS <br /> <br />Environmental Impact Statement <br /> <br />Teton Explora tion Dri 11 ing Company, Converse County, \~yoming. <br />Draft EIS is available from the United States Nuclear Regulatory <br />Commission relating to the proposed operation of the Teton <br />Solution Mining Project located in Converse County, Wyoming. <br />The project is a commercial scale uranium solution mining <br />operation of approximately 80 acres. For copies of the draft <br />EIS (identified as NUREG - 0925), contact U.S. Nuclear <br />Regulatory Commission, Washington, D.C. 20555, ATTN: Division <br />of Technical Information and Document Control. Comments due <br />by August 23, 1982. <br /> <br />Section 404 Permits - Notice of Pending Project <br /> <br />Proposed permit for windrow refusals and composite <br />revetments along the Missouri River from mile 874.5 to 878.0 <br />In Gregory county, SD. The purpose of the project is to reduce <br />erosion damage and eliminate irretrievable loss of prime <br />Missouri River bottomland including cropland and floodplain <br />forest which are utilized by roosting bald eagles (a portion <br />of the project includes the Karl E. Mundt National Wildlife <br />Refuge). Application No. SD 2SB OXT 2 00477l. Comments on <br />or before August l3, 1982, to District Engineer, Omaha District, <br />corps of Engineers, P. O.
