<br />1'- <br /> <br />- <br />",- <br /> <br />'~'<J <br />.'--l <br />(.;J <br /> <br />{ "\ <br />-~ <br /> <br />in Artiole II of the Compaot shall have suffioient range below max- <br />imum reservoir level to reoord major fluotuations in storage, staff <br />gages may be used to determine fluotuations below the range of the <br />water stage recorders on these and other large reservoirs, and staff <br />gages may be used upon approval of the Commission in lieu of water <br />stage reoorders on small reservoirs, provided that the frequenay of <br />observation is suffioient in eaoh oase to establish any material <br />changes in water levels in suoh reservoirs. <br /> <br />, <br /> <br />RESERVOIR CAPACITIES <br /> <br />ColoradO shall file with the Commission a table of areas and'oap- <br />aoities for each reservoir in the Rio Grande Basin above Lobatos con- <br />atruoted after 1937; New Mexioo ehall file with the Commission a <br />table of areas and oapaoities for eaoh reservoir in the Rio Grande <br />Basin betv~en Lobatos and San MaroIal oonstruoted after 1929; and <br />Texas shall fils with the Commission tables of areas and oapaoities <br />for Elephant Butte Reservoir and for all otter reservoirs actually <br />available for the storage of water between Elephant Butte and the <br />first diversion to lands under the Rio Grande project. <br /> <br />Whenever it shall appear that any table of areas and oapaoities <br />is in error by more than five percent, the Commission shall use its <br />best. efforts to have a re-survey made and a corrected table of areas <br />and capacities to be substituted as soon as practioable. To the end <br />that the records of flow of the Rio Grande at San Maroial, at San <br />Aoacia, and below Elephant Butte Reservoir may be oorrelated, the <br />Commission shall use its best efforts to have the rate of acoum- <br />ulation and the plaoe of' deposition of sUt in Elephant Butte Reser- <br />voir ohecked at lsast every three years, <br /> <br />ACTUAL SPILL Ll <br /> <br />(a) Water releases from Elephant Butte in excess of Projeot <br />requirements, whioh is ourrently passed through Caballo Reservoir, <br />prior to the time of spill, shall be deemed to have been Usable <br />Water released in anticipation of spill, or Credit Water if such <br />release shall have been authorized. <br /> <br />(b) Excess releases from Elephant Butte Reservoir, as defined <br />in (a) above, shall be added to the quantity of water actually in stor- <br />age in that reservoir, and Aotual Spill shall be deemed to have com- <br />menced when this sum equals the total physical capacity of that reser- <br />voir, to the level of the uncontrolled spillway i.e._2,219,OOO acre <br />feet in 1942. <br /> <br />(c) All water aotually spilled at Elephant Butte Reservoir, or <br />released therefrom, in exoess of projeot requirements, whioh is our- <br />rently passed through Caballo Reservoir, after the time of spill, <br />shall be oonsidered as Aotual Spill, provided that the total quantity <br />of water then in storage in Elephant Butte Reservoir exoeeds the phy- <br />sioal oapaoity of that reservoir at the level of the sill of the <br />spillway gages i.e,-l,830,ooO aore feet in 1942, <br /> <br />Ll Adopted at Fifth Annual Meeting, February 24, 1943 <br /> <br />--- <br />
