<br />, <br /> <br /> <br /><.0 <br /> <br />.' <br />!..'- <br /> <br />(.~ <br />-<;;"~ <br />C~} <br /> <br />C) <br /> <br />R'OLES AND REGULATIONS FOR <br />ADMIIIISTRATION OF TIlE RIO GRANDE COMPACT <br /> <br />A Compaot, knOllIl as the Rio Grande Compact, between the states <br />of Colorado, New Mexioo and Texas, having'beoome effeotive on May 31, <br />1939 by oonsent of the Congress of the United States, whioh equit- <br />ably apportions the waters of the Rio Grande above Fort Qui tman and <br />permits eaoh State to develop its water resouroes at will, subjeot <br />only to its obligations to deliver water in aooordance with the <br />sohedules set forth in the Compaot, the following Rulss and Regu- <br />lations have been adopted for its administration by the Rio Gr&nde <br />compaot Commission; to be and remain in foroe and effect only so <br />long as the same may be satisfactory to eaoh and all members of the <br />Commission, and provided always that on the objeotion of any member <br />of the Commission, in writing, to the remaining two members of the <br />Commission after a period of sixty days from the date of suoh ob- <br />jeotion, the sentenoe, paragraph or any portion or all of these <br />rules to whioh any suoh objeotion shall be made, shall stand ab- <br />rogated and shall thereafter have no further foroe and effeot; it <br />being the intent and purpose of the Commission to permit these <br />rules to obtain and be effective only so long as the same may be <br />satisfaotory to each and all of the Commissioners. <br /> <br />GAGING STATIONS <br /> <br />Responsibility for the equipping, maintenance and operation <br />of the stream gaging stations and reservoir gaging stations required <br />by the provisione of Article II of the Compact .hall be divided <br />among the signatory states a. follows. <br /> <br />(a) Gaging stations on streams and reservoirs in the Rio <br />Grande Ba.in above the Colorado-New Mexico boundary .hall be equipped, <br />maintained, and operated by Col,rado in oooperation with the United <br />States Geologioal Survey, <br /> <br />(b) Gaging stations on streams and reservoirs in the Rio Grande <br />Basin below Lobatos and above San Marcia.! shall be equipped, main- <br />tained and operated by New Mexioo in cooperation with the U, ~, <br />Geologioal Survey; the gaging station on the Rio Grande at San <br />Maroial shall likewise be the responsibility of New Mexioo to the <br />extent that this station is not: lnaintained and operated by the <br />International Boundary commission, or some other Federal Agency, <br /> <br />(0) Gaging stations on Elephant Butte Reservoir and on Caballo <br />Reservoir, and the stream ~aging stations on the Rio Gr&nde below <br />those reservoirs shall be equipped, maintained and operated by or on <br />behalf of Texas through the agency of the U. s. Bureau of Reolam- <br />ation. <br /> <br />The equipment, method and frequency of measurements at each <br />gaging station shall be sufficient to obtain records at lea~ equal <br />in accuraoy to those olassified as "good" by the U, S, Geological <br />Survey.
