Levels in unconfined and pressures in
confined (artesian) wells will be monitored to determine the effects of pumping.

A repeater radio system will provide a UHF data link with the project office. The
RTUs will be provided with bi-directional radio communication with the master
station ,via the radio repeater station. All RTUs will be pqlled on a scheduled
basis for normal data acquisition. RTUs will automatically respond to specified
changes occurring between scheduled polls.

Electrical

~.J,..

The project area, which is for the most part remote and inaccessible, is served by
two public utility companies. Electrical power is furnished by pUblic Service
Company of Colorado (PSCo) and the San Luis Valley Rural Electric cooperative (REC).

!

Prior to project construction, the majority of the area did not have an electrical
system in place.

Initially, a government 'power system delivering government generated power was
planned for the project. This concept was changed to provide for the extension of a
power distribution system into areas not previously being served by public
utilities. This would make power available ito other users in and adjacent to the
project.

I
,
The system supplying power to each well site and canal structure consists of
overhead and underground lines. The project will be served by 96 miles of overhead
primary line, 31 miles of underground primary line, and 42 miles of underground
secondary service.

The Public Service company's system consists of overhead primary line to the
metering point. The secondary distribution of 3-phaSe, 480V is underground to the,
well site or canal structure. This portion of the system was constructed, owned,
and maintained by the government. PSCo QWnS and maintains the primary system up to
the meter.

The San Luis Valley REC is supplying 24.9kV power to a primary metering point from
their Hooper substation. The Bureau of Reclamation is constructing and owns both
the primary and secondary system from the meter.

:::..

The system from the primary meter consists of overhead snd underground 24.9kV
primary distribution and the 3-phase, 480V secondary lines from the transformers to
the well sites and other structures.

That portion of the project power system west of the Great Sand Dunes National
Monument and adjacent to the San Luis Lakes Wildlife area is all underground. This
was done for esthetic and environmental reasons. There are 31 miles of 24.9kV
primary underground cable in this portion of the system. This is a 3-phase, 24.9kV
line consisting of 4 conductors and ground cable encased in an aluminum armor shield
protected by a PVC coating. The cable is 3 1/2" in diameter and was installed using
a Vermeer trencher.

The project also has a solar-powered pumping system installed at one well site in a
remote location. This stand-alone photovoltaic concentrate array pumping system was
developed and Installed as a joint research project of the Department of Energy and
