3561

The PMSC Bystem-~onsists of a master station located in the project office, remote
terminal units (RTUs) at each salvage and observation well site and other control
po1nts in the w~ter conveyance system and a UHF communications link between the
master station and RTUs.

....

When the PMSC is operational the water system will operate unattended most of the
time. During normal weekday working hours the master station will be attended part
time for general observation, alarms, and for system adjustments. Nights, weekends,
and holidays the system will be unattended.

~ ~~
The project salvage wells will be operated in a manner that will attempt to reach a
steady flow rate on a year round basis. The salvage well pumps have been sized and
spaced so that drawdown at existing wells outside the project perimeter will not
exceed two feet. If actual operation shows that SOllie pumps are removing too much
water from the aquifer, they will be throttled using the motor-operated butterfly
valves and eventually exchanged for smaller pumps. -----

'. .~

The project conveyance channel will deliver most of the water to the Rio Grande with
minor deliveries to the Alamosa National Wildlife Refuge and the Blanca Wildlife
Habitat Area through the CHO turnouts and the Alamosa Refuge pumping plant. During
periods of flood conditions on the Rio Grande, water may be diverted from the
conveyance channel_through the San Luis Lake turnout and be temporarily stored in
San Luis Lake. At a later time this water w.111 be ptlIIlped back into the conveyance
channel via the San' Luis' Lake pumping plant. ' This-type of operation-will pennit,-the--m~-
wells in the northern part of the project' (Stages 3, 4 and 5) to stay in operation
during Rio Grande flooding.

_.~~

At the San Luis Lake pumping plant, the desired flow rate can be controlled by the-..---
RTU or from the Master Station.

Flow into the San Luis Lake from the canal will be--controlled by the San Luis Lake
turnout. ,RTU control ,will regulate the -gate_ to malntail1:::a~ target=-flow,"_-:-The~-Head~ ~C::': _
I.ake turnout will operate in a similar "manner. The RTU will control gate movement. Check structures that
are equipped with motor operated slide gates are constructed with overflow weirs to
allow the full design flow to pass a closed check structure if the gate fails to
open.

The Parshall flume, which is near the southern end of the conveyance channel, is
used for measuring outflow and water quality to the Rio Grande (and Alamosa Refuge
area). Equipment that will monitor water quality is also installed at this
structure.

The CHO turnouts will be manually adjusted. Two weir gage water levels will be
monitored at each of these locations for calculation of flows.

The Alamosa Wildlite pumping plant pumps water trom the conveyance channel to the
Refuge area. Operation w1ll be similar to the San Luis Lake pumping plant.
