<br />The May 2000 estimate of 2000 end-of-year California agricultural consumptive use of Colorado
<br />River water underlhe first three priorities of the 1931 California Seven Party Agreement is 3,910 maf.
<br />This estimate is based on the collective use through April 2000 by the Palo Verde Irrigation District
<br />(PVID), the Yuma Project Reservation Division (YPRD), the Imperial Irrigation District (liD), and the
<br />Coachella Valley Water District (CVWD). Figure 1, found at the end of this report, depicts the historic
<br />projected end-of-year agricultural use for the year.

<br />Annual Operating Plan
<br />
<br />Last month we discussed the U.S, Bureau of Reclamation's plan for development of the 2001
<br />Annual Operating Plan for the Colorado River System Reservoirs (2001 AOP), The first meeting of the
<br />Colorado River Management Work Group to discuss the proposed 2001 AOP is scheduled for May 17'"
<br />in Las Vegas, Nevada. 1 have included in the handout material a copy of the meeting agenda for your
<br />information.

<br />Lower Colorado River Accounting System (LCRAS)
<br />
<br />Included in the Board folder is a copy of Reclamation's letter dated April 13th, transmitting a report
<br />entitled Lower Colorado River Account System (LCRAS), Demonstration o/Technology, /998, This report
<br />documents the application of LCRAS for calendar year 1998 and the changes made to the LCRAS method
<br />since the similar report for calendar year 1997 was issued. This report presents a comparison of the
<br />consumptive use values produced by LCRASwith the consumptive use values reported in Reclamation's
<br />Decree Accounting Report, Similar LCRAS reports for calendar year 1995, 1996, and 1997 have also bcen
<br />published by Reclamation.

<br />use values from LCRAS can be combined with those values reported annually in the Decree Accounting
<br />Report, Reclamation plans to hold a public process meeting to discuss LCRAS,
