<br />002331 . . <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />May 9, 2000 <br /> <br />RECEIVED <br />HAY t 9 200n <br /> <br />C l;~lrj'lt.. y. <br />C"fI6vrl'~li:v,'u:.Ll(j <br /> <br />PUBLIC COMMENT <br /> <br />I have included in your handout material a copy ofa letter that I received from Mr, Clifford Hurley <br />addressed to Chairman Virgil Jones expressing his concerns with the State Water Resources Control <br />Board's workplan for reviewing the water transfer between the Imperial Irrigation District (liD) and San <br />Diego County Water Authority (SDCW A). <br /> <br />ADMINISTRATION <br /> <br />Board Retreat <br /> <br />I can report that plans are moving ahead for the Board's second annual retreat. We have made <br />arrangements with the Hilton San Diego, Del Mar Hotel as the site of the retreat. The meeting is scheduled <br />to begin at 10:00 a.m. on Tuesday, June 13'h, and conclude at 5:00 p.m. At the May 10lh Board meeting <br />we will discuss the retreat and establish the agenda, <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During March 2000, storage in the major Upper Basin reservoirs decreased by 174,000 acre-feet <br />and storage in the Lower Basin reservoirs decreased by 361,000 acre-feet. Total System active storage as <br />of the end of March was 53.079 million acre-feet (maf) or 89 percent of capacity, which is 0.094 mafless <br />than one year ago, <br /> <br />April releases from Hoover. Davis, and Parker Dams averaged 20,660, 19,740 and 14,180 cubic <br />feet per second (cfs), respectively. Planned releases from those three dams for the month of May 2000 are <br />19,100,18,600 and 13,100 cfs, respectively, The May releases represent those needed to meet downstream <br />water requirements. <br /> <br />The May I, 2000 forecast of April through July 2000 unregulated inflow into Lake Powell is <br />5,3 maf, which is 69 percent of the 30-year average for the period 1961-] 990. The forecast of unregulated <br />intlow into Lake Powell for the 1999-00 water year is 8.852 maf. or 76 percent of the 30-year average, <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar year <br />2000, as estimated by Board staff, totals 8.389 maf and is projected as follows: Arizona, 2,793 maf; <br />California, 5,329 maf; and Nevada, 0,267 mar. Estimated additional unmeasured return flow credits of <br />0.240 maf would reduce the total amount to 8,149 mar For calendar year 2000, the Central Arizona <br />Project (CAP) is projected to divert 1,365 maf, of which 290,000 acre-feet is to be credited to the Arizona <br />Water Bank, and The Metropolitan Water District of Southern California (MWD) is projected to divert <br />1.360 mar <br />
