One of the many issues to be <br />resolved with LCRAS, is how much of the phreatophyte use should be charged to each state. A more <br />detailed study on LCRAS is needed before LCRAS can be adopted to monitoring the water use in the Lower <br />Basin states. <br /> <br />California's Colorado River Water Use Plan <br /> <br />California's Colorado River Water Use Plan <br /> <br />The final draft of the Environmental Factors Report was completed by the joint venture consultants, <br />Science Applications International Corporation/Jones & Stokes, on May 9th and incorporated as chapter <br />6 into California's Colorado River Water Use Plan, The Plan will be officially released for public review <br />on Wednesday, May] 0, 2000. This will be a working draft of California's Colorado River Water Use <br />Plan. It is subject to further editing and revision based on comments received and ongoing associated <br />environmental reviews of Plan components. The draft Plan will be finalized following completion of the <br />environmental reviews and the subsequent execution of agreements associated with the Plan which are <br />scheduled to occur before the end of January 200 I. <br /> <br />IID-SDCWA Water Transfer <br /> <br />Included in the Board folder, as an informational item, is a copy of the State Water Resources <br />Control Board's (S WRCB) proposed workplan for reviewing the water transfer between Imperial I rrigation <br />District and the San Diego County Water Authority. The workplan identifies five principal tasks that will <br />allow the SWRCB to review the petition: <br /> <br />. Process the necessary water rights petition(s) to allow transfer of conserved water from liD to <br />the SDCW A; <br />. Confirm that liD is monitoring and enforcing the contractual duties and obligations of the <br />contracting land owners within the liD to implement water conservation measures; <br />. Verify that the quantity of water being transferred to SDCW A is waterthat has been conserved <br />by the liD, the contracting landowners or a combination thereof; <br />. Implement any SWRCB order approving the Petition in whole or in part; and <br />.
