<br />I <br /> <br />I <br /> <br />o <br />en <br />O? <br />en <br /> <br />In addition to the specific items listed above, the <br />Commission requested that the 1986 NWCCOG Plan Update <br />be prepared in accordan~e with the State's guidelines <br />for the Continuing Planning Process. Each of the above <br />issues has resulted in a modification to the plan, or <br />additional data and analysis to support the recommended <br />action contained in the Plan. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />C. Changes Since 1985 <br /> <br />I <br /> <br />In addition to the format changes in the NWCCOG 208 <br />Plan described above, there have been a number of <br />changes in the implementing policies in response to the <br />issues described. These include additional <br />recommendations for water quality standards, <br />recommendations for water quality monitoring programs, <br />recommendations for new waste load allocations for the <br />Fraser River, revised population projections, revised <br />point source treatment needs, and clarifications <br />regarding the implementation the policy regarding water <br />use and development. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Water Quality Assessment <br /> <br />I <br /> <br />A detailed water quality assessment of each hydrologic <br />basin in the Region has been provided in Chapter IV of <br />Volume I. This assessment includes specific sections <br />on both point and non-point source water quality <br />problems in each hydrologic area. The assessment <br />provides the basis for ranking of water quality <br />problems within the Region. This ranking has been <br />subdivided in two parts: existing problems and <br />preserving existing high quality waters. Considering <br />existing water quality problems which need to be <br />corrected to meet the objectives of the Clean Water Act <br />throughout the Region, the most serious water quality <br />problems are respectively in order presented: <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />o Acid mine drainage. <br /> <br />o Non-point sources from high growth areas. <br /> <br />I <br /> <br />o <br /> <br />Point source discharges from high growth <br />communities. <br /> <br />I <br /> <br />o <br /> <br />Large area soil disturbances from silviculture <br />activities. <br /> <br />With regard to activities which have the greatest <br />potential to degrade the existing high quality of the <br />Region's waters or cause an exceedance of water quality <br />criteria, the most serious water quality problems are <br /> <br />. _..
