In addition to the specific items listed above, the
Commission requested that the 1986 NWCCOG Plan Update
be prepared in accordan~e with the State's guidelines
for the Continuing Planning Process. Each of the above
issues has resulted in a modification to the plan, or
additional data and analysis to support the recommended
action contained in the Plan.

C. Changes Since 1985

I

In addition to the format changes in the NWCCOG 208
Plan described above, there have been a number of
changes in the implementing policies in response to the
issues described. These include additional
recommendations for water quality standards,
recommendations for water quality monitoring programs,
recommendations for new waste load allocations for the
Fraser River, revised population projections, revised
point source treatment needs, and clarifications
regarding the implementation the policy regarding water
use and development.

Water Quality Assessment

I

A detailed water quality assessment of each hydrologic
basin in the Region has been provided in Chapter IV of
Volume I. This assessment includes specific sections
on both point and non-point source water quality
problems in each hydrologic area. The assessment
provides the basis for ranking of water quality
problems within the Region. This ranking has been
subdivided in two parts: existing problems and
preserving existing high quality waters. Considering
existing water quality problems which need to be
corrected to meet the objectives of the Clean Water Act
throughout the Region, the most serious water quality
problems are respectively in order presented:

o Acid mine drainage.

o Non-point sources from high growth areas.

Point source discharges from high growth
communities.

Large area soil disturbances from silviculture
activities.

With regard to activities which have the greatest
potential to degrade the existing high quality of the
Region's waters or cause an exceedance of water quality
criteria, the most serious water quality problems are
