<br />The December, 1981 Plan version is being'maintained as
<br />an Appendix to the Plan to provide a historical
<br />baseline condition, while the June 1985 version of the
<br />Policy Plan (Volume II) has received minor changes.
<br />Modifications to the Policy Plan since the June, 1985
<br />version are readily discernible, utilizing underscoring
<br />to display new material and overstriking to denote
<br />material deleted in the Policy Plan (Volume II).
<br />
<br />This new format will provide both detailed information
<br />supporting the adoption of the policies as well as the
<br />framework for decision making on activities which have
<br />the potential to degrade the Region's water quality.
<br />It will also serve as the basis to identify actions
<br />which should be taken to correct existing water quality
<br />problems.
<br />
<br />B. Issues
<br />
<br />Issues to be addressed in the 1986 NWCCOG Plan Update
<br />are defined as a result of testimony received during
<br />hearings conducted by the Colorado water Quality
<br />Control Commission. The Commission identified seven
<br />areas where the NWCCOG 208 Plan was considered to have
<br />a shortcoming, including:
<br />
<br />o Lack of Designated service areas.
<br />
<br />o Lack of inventories of wastewater treatment
<br />facilities or their expansion needs.
<br />
<br />o Lack of an updated water quality assessment of
<br />various state waters.
<br />
<br />o Lack of a non-point source impact assessment.
<br />
<br />o That management agency designations fail to follow
<br />State policy of designating general purpose local
<br />governments as the management agencies instead of
<br />various special districts.

<br />o Lack of a wasteload allocation plan for the Fraser
<br />River.
<br />
<br />o The plan includes elements that go beyond the
<br />purview of the Commission to endorse in its role
<br />of protecting surface water quality (this point is
<br />assumed to address Policy 2 pertaining-to Water
<br />Use and Development).
