The Board noted that the recreation and fish and wildlife <br /> <br />enhancement benefits in the report have been evaluated on the basis that <br /> <br />water of satisfactory quality will be available for the 20,000 acre-foot <br /> <br />pool to be used for recreation and fish and wildlife enhancement. The <br /> <br />Board concurred in the need for a detailed study of the water quality con- <br /> <br />ditions that might be expected to exist in Fountain Creek during the period <br /> <br />of analysis as well as the type of recreation and fish and wildlife develop- <br /> <br />ment which would be desirable for these conditions. <br /> <br />In deCiding whether the request for authorization should be deferred <br /> <br />until detailed water quality studies can be made, the Board considered <br /> <br />the importance of recreation and fish and wildlife enhancement to the feasi- <br /> <br />bility of the project. Based on supplemental information furnished by the <br /> <br />reporting officers, the benefits for a project without a recreation pool would <br /> <br />be equal to the project costs. The Board also considered the importance of <br /> <br />the flood control function in the Fountain project. The flood damages that <br /> <br />would be caused by the occurrence of the standard project flood are estimated <br /> <br />". -" <br />...;.:..:.... <br /> <br />at more than $31 million in the city of Pueblo alone. Although commercial <br /> <br />-.,....:-; <br />.". ."",::,v <br /> <br />property would sustain the highest dollar damage from such a flood, over 600 <br /> <br />residential structures would be inundated to depths of up to 12 feet. The <br /> <br />velocity of overbank flows would be high and the time required for significant <br /> <br />floods to reach their peak discharge would be only a few hours.
