That a high degree of flood control is needed for the city of Pueblo <br /> <br />and that there would be substantial intangible benefits associated with pro- <br /> <br />viding standard project flood protection by construction of Fountain-Reservoir; <br /> <br />b. That the beneficial aspects of the flood control storage in the pro- <br /> <br />posed Fountain project, together with the recreation and fish and wildlife <br /> <br />enhancement benefits that could be expected to accrue to a development <br /> <br />tion of Fountain project at this time; <br /> <br />~;~~i,~ <br /> <br />without recreation storage, are sufficient to warrant recommending authoriza- <br /> <br />c.
