<br />-G----,- - <br />,-.":") <br />C:J <br />.... <br />l'V <br />(J1 <br /> <br />MISSISSIPPI RIVER AT PRAIRIE DU CHIEN, WISCO.."IN. --The Board <br /> <br />recommended adoption of a flood protection plan for the city of Prairie du <br /> <br />- ----- <br />Chien, -Wis co-ns in ,to reauceoTeliminate-damages-from overbank -f-Iooding <br /> <br />of the Mississippi River. <br /> <br />The proposed plan is designed to eliminate flood damages by evacu- <br /> <br />ation, relocation, and floodproofing. These measures would permit utili- <br /> <br />zation of the flood plain for such purposes as expansion of the park system <br /> <br />to complement the eXisting historical and water-based attractions within <br /> <br />the community. <br /> <br />The proposed plan provides for physical relocation of 33 buildings, <br /> <br />floodproof!ng of 40 buildings, and purchase of 172 residences and busi- <br /> <br />nesses with relocation of the occupants to other facilities outside the <br /> <br />flood plain suitable to their needs. Zoning regulations would be imple- <br /> <br />mented in the flood plain and Federal ownership of a flowage easement <br /> <br />provided. <br /> <br />Initial costs of the plan include $1,840,000 in Federal funds, and <br /> <br />$460,000 in non-Federal funds. Average annual benefits are estimated <br /> <br />at $158,000, and average annual costs are estimated at $135,000. <br /> <br />The majority of citizens voiced approval of the plan. However, a <br /> <br />number of residents who would be evacuated actively oppose the project. <br /> <br />Local cooperation required would include providing lands and ease- <br /> <br />ments, assuming?O percent of the project cost, and maintaining the flood <br /> <br />plain. City officials have indicated wide support for a permanent evacu- <br /> <br />a tion plan which would permit wise use of the flood plain areas, such as <br /> <br />_an_expan<;le9park _sy~tem and water-based recreation attractions within <br />-- ------------ -- <br />------ <br />-------- <br /> <br />the community. <br /> <br />00000 <br /> <br />,c-. <br />
