MAJOR RIVER BASINS: QuantifY streamflows from the major river basins, <br />characterized by the 335 six-digit HUC hydrologic accounting units defined across the <br />nation, for assessment of water yield and flux. <br /> <br />4, SENTINEL WATERSHEDS: Measure streamflow from 828 "Sentinel" watersheds <br />created by the intersection of HUC-6 hydrologic accounting units and Level III ecoregions, <br />unaffected by regulation, in order to estimate regional flow statistics and trends. <br /> <br />5. WATER QUALITY MONITORING: Provide streamflow information to support water <br />quality data from National water quality networks operated by the USGS. <br /> <br />In the course of discussion over the four regional workshops held in the Spring of 2001, the <br />flood forecasting goal was expanded to include flow forecasting for flood and drought management. <br />The jurisdictional boundary goal was expanded to include tribal boundaries, <br /> <br />ACWI NATIONAL GOALS <br /> <br />Additionally, a Streamgaging Task Force of the Department of Interior's Advisory <br />Committee on Water Information crafted nine additional goals to the five federal base goals to <br />further define the range of purpose for a national stream gaging network, These additional goals <br />represented needs at the regional or local level and would likely be supported through cooperative <br />arrangements between USGS, other Federal Agencies and non-federal parties, These additional <br />"National" goals include: <br /> <br />6, NATIONAL FLOOD INSURANCE PROGRAM COMMUNITIES: Provide streamflow <br />data for accurate determination of base (I % annual probability) flood discharges and <br />elevations for communities participating within the National Flood Insurance Program <br /> <br />7. IMPAIRED WATER QUALITY: Provide streamflow data for all watersheds with <br />impaired water quality, based on the EPA Section 303(d) process, <br /> <br />8, NPDES: Provide streamflow data at river reaches with major National Pollution Discharge <br />Elimination System (NPDES) permits. <br /> <br />9, RIVER RECREATION AND SAFETY: Provide stage and discharge information for <br />rivers used for canoeing, kayaking or rafting so river recreation users can base trip decisions <br />on appropriate river conditions. <br /> <br />]0, FEDERAL LANDS: Provide streamflow data for river draining parcels of Federal land <br />exceeding 1000 square miles in area, <br /> <br />] I, MAJOR DIVERSIONS: Provide streamflow data for all major rivers with surface-water <br />diversions that exceed 25 percent of the river's mean annual flow, <br />
