<br />OD3JJ8 <br /> <br />In addition to the state agencies represented, the following groups also participated in the <br />workshops: <br /> <br />- Three Tribal Representatives <br />- Seven Interstate Organizations <br />- Nine Special Districts, including Metropolitan Water District and some of the Florida Water <br />Management Districts <br />- Six National Associations (including ICWP) <br />- Two Regional Associations - Western States Water Council and Northea<;t-Midwest Institute <br />- Six Federal Agencies <br /> <br />Desired Outcomes for the Workshops <br /> <br />Working with the facilitator, ICWP and USGS representatives developed desired outcomes <br />for the workshops early in the process, Key to the process was an increased understanding of <br />USGS's proposed National Streamflow Information Program (NSIP) and considerations for a <br />national streamgaging network. <br /> <br />A key desired outcome of the workshops was the sharing of various perspectives on the relationship <br />between the proposed goals of the NSIP baseline network (gages that would be fully funded by <br />USGS), and a national network (gages supported by funds from the cooperative program and other <br />federal agencies). <br /> <br />Other desired outcomes from the workshops included a review and discussion of the metrics for each <br />goal and implications for priority setting; the examination of implementation needs and how to <br />ensure adequate funding, scheduling, and an orderly transition in station support, where needed; and <br />a discussion of next steps, <br /> <br />The NSIP Critique and Recommendations for a National Stream gaging Network <br /> <br />GOALS OF A NATIONAL STREAMGAGING NETWORK <br /> <br />NSTP GOALS <br /> <br />The existence of a national streamgaging network is predicated on satisfying goals of a <br />national, regional and local nature, The USGS, in developing the premise of a National Streamflow <br />Information Program (NSIP) in 1999, identified five goals which would be the basis of a federal <br />network of gages, wholly supported by the USGS budget. These goals for providing "base" <br />information include: <br /> <br />I, FORECASTING: Provide streamflow information for each of the National Weather <br />Service forecast or service locations in order to adequately forecast flood events, <br /> <br />2. COMPACTS, DECREES AND BOUNDARY CROSSINGS: Provide streamflow <br />infonnation to meet the requirement of interstate river compacts and Supreme Court decrees <br />
