RESERVOIRS: Provide river discharge data for the inflow and outflow of all reservoirs <br />with more than 50,000 acre-feet of total storage, <br /> <br />13, MIGRATORY FISH: Provide streamflow data for coastal rivers that support a migratory <br />fish population, <br /> <br />14. NA VIGA TION: Provide river stage or discharge information on rivers which support <br />commercial navigation, <br /> <br />Over the course of the four Spring workshops, these fourteen goals were evaluated in terms <br />of appropriateness for basing a nationwide network of streamflow gages. Some confusion arose to <br />the distinction between the original five NSIP goals and the subsequent nine additional goals <br />introduced by the ACWI Task Force, particularly regarding federal interests. Subsequently, the <br />NSIP program became defined as the five goals for stations to be supported wholly by the USGS, <br />rather than as a federal network while the additional nine goals provided by ACWI were to be <br />supported by a mix of users representing federal, state, tribal and local interests. <br /> <br />STREAMGAGING GOALS <br /> <br />FINDING I - FORECASTING IS NEEDED FOR ALL FLOW CONDITIONS <br /> <br />There was near-unanimous opinion that the NSIP goal of flood forecasting had to be <br />modified to include flow forecasting. Particularly in the West, drought and water supply <br />management were seen as equal in importance to flood management and the provision of accurate <br />forecasting and monitoring networks on low flow conditions was imperative. Therefore, the <br />forecasting goal should also include Natural Resource Conservation District service locations as <br />well. <br /> <br />FINDING 2 - BOUNDARIES INCLUDE TRIBES, BUT MAY NOT BE A FEDERAL INTEREST <br /> <br />Likewise, there was strong consensus that monitoring of flow crossing tribal boundaries was <br />of equal in importance to interstate considerations, There was some division noted across the <br />regions on the appropriateness of USGS solitary support for gages serving compact needs and border <br />monitoring, While the West was adamant about the goal within NSIP, the East felt it might better <br />represent a national goal supported by a mix of cooperators. <br />
