a. Locate each problem within the Missouri River Basin on a

single map, display the geographic extent of each problem
on the map (stale 1 to 2.5 million) and key each problem
located on the map to Figures 3 and 4. Judgment should be

($j
<:'1
~
..-I

used not to identify too small or too large an area.

b. Characterize and describe the nature and relative severity of

each problem identified in "a" above using Figures 3 and 4.

For each cell of the matrix in Figure 3 which characterizes

the problem (the intersection of "functional uses" and "problem

issues") the relative severity associated with that problem will

be designated in the corresponding cell using the following

notation for severity - "H" for High, "r'l" for Medium and "L" for

Low.

c. Assign a time frame (either 1975-1985 or 1985-2000) in which the

problems in the judgment of each individual participant, if not
resolved, will create severe effects on some segment of the

society or the environment. Figure 4 will be utilized to display

this information.

Subactivity 3 - Define Tentative Analytical Areas
To define the geographic extent of each problem area, the MRBC staff
will review the results obtained from subactivity 2 (Figures 3 and 4 and
each participant's map) to tentatively select a set of analytical areas.
Each analytical area will be used to describe the geographic boundary of
each problem area within the region and to display and estimate the data
which describes the problems and the beneficial and adverse effects within
each problem area identified during subactivity 2. Results of this sub-

activity will be documented on a regional map, narratively described, and
referenced to sources of information.

-6-
