<br />projections or actions being implemented or considered for implementation <br />by federal, state and local agencies or private entities. <br />This objective will be attained through accomplishment of the following <br /> <br />four subactivities. <br /> <br />en <br />N <br />~ <br />.... <br /> <br />Subactivity 1 -- Participant Selection <br />During this subactivity all of the participants for the national <br /> <br />assessment study will be selected as outlined, in the organizational structure <br /> <br /> <br />(see Figure 2). The Missouri River Basin Commission will submit a list <br /> <br />of the regional participants to WRC. <br /> <br />The Missouri River Basin Commission will serve as the regional sponsor <br /> <br />of the national assessment and will be responsibile for transmitting technical <br /> <br />memoranda and state/regional reports to WRC. The r1issouri River Basin <br /> <br />Commission has delegated to an Overview Committee the overview responsibility <br /> <br />for the assessment and for keeping the MRBC members apprised of the progress <br /> <br />of the study, <br /> <br />The MRBC members will designate the Group ^ and Group B <br /> <br />participants. Group A participants are planning professionals. Group B <br /> <br />participants consist of all Group A participants plus other participants <br /> <br /> <br />selected by MRBC members to represent functional interests by geographic <br /> <br /> <br />and/or political areas. <br /> <br /> <br />Subactivity 2 -- Develop Initial Problem and Issue List <br /> <br />During this subactivity an initial problem and issue list will be <br /> <br />developed which reflects the occurrence of existing or anticipated future <br /> <br />problems (to the year 2000) as a result of the present conditions, the central <br /> <br />case projections or conditions that have been identified in completed or <br /> <br />ongoing studies, or other valid sources of information, <br /> <br />Each Group A participant will locate, categorize and briefly describe <br />the problems and issues of whirh he is aware as follows (Refer to Appendix <br />A for a listing of defined terms): <br /> <br />-5- <br />
