<br />liaison with the Governor and his administration and to obtain public <br /> <br />participation consistent with those cooperative efforts and with the <br /> <br />guidelines of the MOA. <br /> <br />Section III -- Specific Problem Analysis Activities <br />The purpose of the specific problem analysis is to articulate the <br /> <br />state/regional viewpoint concerning water and related land resources <br /> <br />problems and to provide information in a nationally consistent format at <br /> <br />~~ the intra-Aggregated Subarea (ASA) level of detail for use in the national <br />C'1 <br />~ priorities analysis (refer to Table 1 for a listing of the activities, the <br /> <br />participants and the participants' designated responsibilities, and to <br /> <br />Appendix A for a listing of defined terms). <br /> <br />In order to accomplish this purpose and also to have maxi~um value <br /> <br />to users, the states will have a major role in the assessment efforts. It <br /> <br />should be noted that the 10 states will be asked to commit substantial man- <br /> <br />power and funds to an assessment mandated at the federal level, for \~hich <br /> <br />no state appropriations have been programmed. Specifically, substantial <br /> <br /> <br />efforts will be required from each of the 10 states to provide extensive <br /> <br />intrastate as well as interstate coordination among the states to <br /> <br />complete the following major items of work: <br /> <br />, Establishment of state/regional goals, objectives and desires with <br /> <br />regard to national and regional development, economic growth, <br /> <br />environmental quality and social well-being of the state's popu- <br /> <br />1 ation. <br /> <br />. Determination of the preferred alternative future for the state <br /> <br />and its deviation from both the central case and the modified <br /> <br />central case after ana:yzinq socio-economic factors--such as <br /> <br />population, income and employment--and land and water uses for <br /> <br />each subarea within the state and agqreqating the results on a <br /> <br />regionally-consistent basis. <br />-2- <br />
