Section I -- Scope of Agreement
This document describes the role and responsibilities of the Missouri

River Basin Commission (MRBC) in fulfilling the detailed procedures to be

followed in conducting Phases II and III of the specific problem analysis

portion of the 1975 Assessment as well as the products that will result

therefrom. Specifically,attention is directed toward describing who, when,

where, and how the t1issouri River Basin Commission in cooperation with the

U.S. Water Resources Council (HRC) will conduct the activities referred to

This document also includes an outline of the specific problem analysis

report which is to be prepared by the ~1issouri River Basin Commission, an

organizational structure for carrying out the assessment activities, a

summary of the work schedules and financial plans, and a proposed procedure

for reporting progress to the WRC.

Section II -- Public Participation
The public participation in the specific problem analysis portion of

the assessment will be accomplished utilizing Group B participants as

described in Section III of this agreement. However, the states are

prinarily responsible for their respective public involvemc:lts. Each state

member of the W{BC represents his state and the public therein. It is the

member's responsibility, therefore, to insure appropriate cooperative
