Wheeler, and Associates analyzed historic <br /> <br />ditch diversions by the various ditches from Pueblo to the state line <br /> <br />on a frequency basis, the ditch diversions versus the supply as re- <br /> <br />flected by the flows at the Canon City gage to determine the impact <br /> <br />of man-made changes influencing water utilization in this reach in <br /> <br />recent years, comparisons of the flow at Canon City versus outflow <br /> <br />from the state at the state line, water quality variations from <br /> <br />Pueblo to the state line, and other phases of water supply. <br /> <br />In the 1967 studies considerable time was devoted to the <br /> <br />development of programs for computer solution which incorporated the <br /> <br />many variables affecting the use and reuse of the water resources in <br /> <br />the basin. These programs are included herein as Figures I and 2. <br /> <br />The reasons for making such computer studies, and the studies <br /> <br />believed to be necessary, were discussed in the December, 1967, <br /> <br />report from which the following is quoted: <br /> <br />A number of computer studies should be made if <br />the best water management plan or plans are to be <br />developed for the Arkansas River Basin in Colorado. <br />Because of the junior priorities of irrigation wells <br />and their adverse effect upon the senior surface <br />water rights, it is recommended that the first study <br />be a reconstruction of the stream flow on a monthly <br />basis with John Hartin Reservoir in operation, and <br />the determination of the water supply available to <br />the various appropriators according to their vested <br />water rights. Variations of this study would include <br />the operation of John Hartin Reservoir in accordance with <br />the past practices under the Colorado-Kansas compact, <br />modification of these practices concerning deliveries <br />in Colorado, and eliminating Colorado's obligations <br />to deliver water to Kansas on the assumption that <br />storage would be provided in Kansas to compensate <br />Kansas for the water now obtained by that state from <br />John Hartin Reservoir. Also another variation would be <br />studies assuming full operation of the Frying Pan <br />Arkansas Project. The recommended final computer <br />studies would include the integration of wells and <br />ground water use therefrom in conjunction with the <br />use of surface waters to obtain the greatest benefit <br />from the state's water resources in this basin. In <br />these studies it would be assumed that winter irri- <br />gation will and will not be used and that the Frying <br />Pan Arkansas Project will and will not be in opera- <br />tion.
