We will be quite happy to answer any questions <br /> <br /> <br />and to cooperate in any manner possible to facilitate a solution of the <br /> <br /> <br />water problems in the Arkansas River Basin. <br /> <br /> <br />At the time the preliminary report was submitted, the investigations <br /> <br /> <br />in the Arkansas Basin, being made on a basin-wide basis, were not com- <br /> <br /> <br />pleted; and, for that reason, preliminary recommendations were withheld <br /> <br /> <br />because it was felt that the investigations were inconclusive so any <br /> <br /> <br />preliminary conclusions would be premature and possibly subject to <br /> <br /> <br />extensive modifications. It was understood that the work would be con- <br /> <br /> <br />tinued and a final report would be submitted by July I, 1968. After <br /> <br /> <br />submission of the prel iminary report, the State Water Committee of the <br /> <br /> <br />Legislature requested comments by the principals of the Joint Venture <br /> <br /> <br />who prepared the preliminary report; and these were presented to the <br /> <br />committee On January 31, 1968. Part of the data and results developed <br /> <br /> <br />during the investigations were discussed before the committee members; <br /> <br /> <br />and this discussion, along with exhibits, were submitted in a report <br /> <br /> <br />entitled "Exhibits on Water Legislation Investigations for the Arkansas <br /> <br /> <br />River Basin," dated January 31, 1968. <br /> <br />When investigations were resumed in the Arkansas River Basin in <br /> <br /> <br />April of this year, the firms of W. W. Wheeler, and Associates and <br /> <br />Woodward-Clyde and Associates entered into separate contracts with <br /> <br /> <br />Hr. James D. Geissinger, dated April I, 1968, as did the firms of <br /> <br /> <br />Horton W. Bittinger and Associates and Wright Water Engineers. <br /> <br /> <br />Hr. Geissinger, in coordinating the work of the consulting engineers, <br /> <br /> <br />assigned the firms of W. W. Wheeler and Associates and Woodward-Clyde <br /> <br /> <br />and Assoc i ates to cont i nue work .i n the Arkansas Ri ver Bas in and the <br /> <br />other two firms to continue work in the South Platte River Basin. In <br /> <br /> <br />the Arkansas River Basin investigations, the two firms coordinated their <br /> <br /> <br />work to prevent overlap of assignments. In the main, Woodward-Clyde <br /> <br /> <br />and Associates determined the consumptive use of irrigation water for <br /> <br /> <br />the various canals from Pueblo to the state line as well as the head- <br /> <br /> <br />gate requirements on a monthly basis for a representative number of <br /> <br />years. This firm also investigated the ground water resources in this <br /> <br /> <br />same reach of the basin. <br /> <br />- 2 - <br />
