<br />OC1984 <br /> <br />INTRODUCTION <br /> <br />A contract was entered into On October I, 1967, between the Coor- <br /> <br /> <br />dinator of Natural Resources and the joint venture of the two firms of <br /> <br /> <br />W. W. Wheeler, and Associates and Woodward-Clyde-Sherard and Associates <br /> <br /> <br />to make investigations of Senate Bill No. 407. The Joint Venture was, <br /> <br /> <br />among other things, directed to submit a prel iminary report on a method <br /> <br /> <br />or methods of integrating the ground and surface water uses In the <br /> <br /> <br />Arkansas River Basin in accordance with the Appropriation Doctrine <br /> <br /> <br />established in the constitution. <br /> <br /> <br />Five items were included in the directive of the Coordinator of <br /> <br /> <br />Natural Resources, these being: <br /> <br />I. Undertake investigations in the Arkansas River Basin in <br /> <br /> <br />conformity with the statutory direction contained in <br /> <br />Senate Bill No. 407. <br /> <br /> <br />2. Review existing water laws in accordance with the statutory <br /> <br /> <br />direction contained in Senate Bill No. 407. <br /> <br /> <br />3. Study the operations and decrees of individual ditch systems <br /> <br /> <br />with a view of formulating plans for integrating the ground <br /> <br /> <br />and surface water uses under said ditch systems within the <br /> <br /> <br />framework of the.priority system as set forth in the con- <br /> <br />stitution. <br /> <br /> <br />4. Coordinate our activities with the Coordinator of Natural <br /> <br /> <br />Resources and through the offices of the Colorado Water <br /> <br /> <br />Conservation Board. <br /> <br /> <br />5. Render a written preliminary report On our findings, COn- <br /> <br /> <br />clusions, and recommendations not later than January 1, <br /> <br />1968. <br /> <br />Item 5 above was compl ied with by the submission of the Joint <br /> <br /> <br />Ventures' Prel iminary Report on Water Legislation Investigations for <br /> <br /> <br />the Arkansas River Basin dated December, 1967. In the transmittal <br /> <br /> <br />letter to Mr. Richard T. Eckles the last paragraph stated, "In our report <br /> <br /> <br />we have summarized our analysis of all basic data.
