<br />C=1987 <br /> <br />studies, the greatest degree of regulation of <br />excessive snowmelt flows, winter flows, and return <br />flaws would be made so the monthly water require- <br />ments of the various canals will be more nearly <br />met by reregulation. It is anticipated that nearly <br />all studies can be made on a digital computer, and <br />preliminary flow sheets have been developed and <br />reviewed by systems analysis personnel. <br /> <br />This computer work has been assigned to the United States Geolo- <br /> <br /> <br />gical Survey and the state for further investigations. The initial <br /> <br /> <br />phases of the computer work, which the U. S. Geological Survey pro- <br /> <br /> <br />poses to have completed by the end of this year, are as follows and <br /> <br /> <br />were taken from the report of the U. S. Geological Survey Water <br /> <br /> <br />Resource Division, Colorado District, Agenda Item No. 2dof the Colorado <br /> <br /> <br />Water Conservation Board dated March 14, 1968; <br /> <br />I. fulfill as many water rights as possible accord- <br /> <br /> <br />ing to their priority using only surface water. <br /> <br /> <br />2. fulfill as many water rights as possible accord- <br /> <br /> <br />ing to their priority using both surface and <br /> <br /> <br />ground water. <br /> <br />3. Distribute enough water to satisfy crop demands to as <br /> <br /> <br />many acres as possible without regard to water rights. <br /> <br />4. Distribute enough water to satisfy crop demands <br /> <br /> <br />giving preference to the most productive land and <br /> <br /> <br />without regard to water rights. <br /> <br /> <br />In the preliminary report, investigations and comments on existing <br /> <br /> <br />water laws were omitted in accordance with instructions. During the <br /> <br /> <br />second stage of the investigations, time was devoted to the develop- <br /> <br /> <br />ment of definitions covering various aspects of water util ization and <br /> <br /> <br />suggested definitions which are necessary to implement any change in <br /> <br /> <br />the water law5. <br /> <br />This report is intended to make available some of the basic infor- <br /> <br /> <br />mation required for the development of a plan to provide the most <br /> <br /> <br />efficient utilization of the water resources of the Arkansas River <br /> <br /> <br />Basin of Colorado within the framework of the State Constitution. <br /> <br /> <br />Implementation of such a program will require a number of changes in <br /> <br /> <br />the state water laws. <br /> <br />- 4 - <br />
