Possibly an additional <br />amount of storage water may be made available if non-beneficial <br />winter irrigation can be reduced. <br /> <br />Once the optimum operational plan is determined the <br />machinery for administration will have to be developed. This will <br />include evaporation curves, return flow relatmons, etc. Another <br />problem is apparent because the compact provides that the decreed <br />water rights below John Martin are not to be considered in the <br />priority system as long as water is available in the conservation <br />pool. A recommendation will be made for change in this policy to <br />allow an irrigator who has used his storage to place a call on the <br />river. <br /> <br />Compunations will be made on a monthly basis for compact <br />yearsI950-1970. The compact year is the administrative year which <br />begins on November 1 and ends the following October 31. Compact <br />year 1950 was selected as the starting point because it was the <br />first year of the present administration. It is expected that most <br />of the computations will be performed by the digital computer. an <br />IBM 360-50. owned by the State of Colorado. <br /> <br />The following basic data will be required: <br /> <br />1. Diversions for each of nine ditches in Colorado 1 <br /> <br />2. Demands for reservoir water by Colorado and Kansasl <br /> <br />3. Outflow from John Martin Reservoirl <br /> <br />4, Inflow to John Martin Reservoirl <br /> <br />5. Contents of John Martin Reservoirl <br /> <br />6. Stream gaging records ~rom the Arkansas River and <br />Purgatoire River at Las Animas, the Arkansas River <br />at Lamar and the Arkansas River at the statelinel <br /> <br />7. Precipitation and evaporation 1 <br /> <br />8. Percent sunshine at Pueblo for crop evapotrans- <br />piration computations 1 <br /> <br />9. Information concerning the individual ditches in <br />Colorado - types and acreages of cropsl and <br /> <br />10.
