No carry-over <br />credit can be gained by an irrigator for water he did not use <br />during the irrigation season; i.e., the entire contents of the <br />conservation pool would be distributed at the beginning of each <br />irrigation season. <br /> <br />~ <br />00 <br />-..1 <br />~ <br /> <br />A digital model will be developed that will show the <br />effect of different operational schemes on each of the ditches in <br />Colorado and the effect on Kansas. Historic crop consumptive use <br />and ditch headgate requirements will be computed by the modified <br />Jensen-Haiae method for each of the ditches during the study period. <br />The proportionate share given each of the ditches below John Martin <br />Dam will be varied according to: <br /> <br />1. Percentage of total irrigated acres; <br /> <br />2. Percentage of total difference between average <br />headgate requirement and average headgate diversion; <br /> <br />3. Percentage of the total difference between "realistic" <br />headgate requirement and average headgate diversion; <br />and <br /> <br />4. Any other bases that appear worthy of investigation. <br /> <br />The term "realistic" is used to indicate a requirement above the <br />average and below the maximum. This requirement will be computed <br />on the assumption that any ditch can operate with something less <br />+a;~ <br />than a full supply Cf short periods and could be the amount that <br />will supply the requirements 75% of the time. <br /> <br />At this point the study will have only considered a plan <br />to provide better time distribution of releases of winter storage; <br />however, there is a possibility that better management may make <br />additional water available. The Amity Mutual Irrigation Company <br />diverts and carries winter storage water through the Ft. Lyon Canal <br />and Kicking Bird Canal to the Great Plains Reservoirs system. The <br />overall efficiency of this system has been estimated to be less <br />than 30%. If this is correct, the Amity would be better off to <br />cease diversion of winter water to the Great Plains Reservoirs and <br />let it pass on downstream to John Martin Reservoir as evidenced by <br />the fact that the Amity receives roughly 30% of the water stored in <br />John Martin. There are difficulties to be reckoned with be&ore an <br />arrangement can be made for the Amity to abandon its present <br />storage system and store in John Martin, but the possibility will <br /> <br />-2- <br />
