In connection with the operation of this project for flood control, <br /> <br />the District Engineer, Albuquerque District, is responsible for: <br /> <br />(1) <br /> <br />Approving or disapproving CJ1lergency changes in operation <br />" <br /> <br />recommended by the operating agency, or issuing instructions for such <br /> <br />changes on his initiative. <br /> <br />(2) Advising the operat'ing agency and the Chief of Engineers of <br /> <br />any departure from the flood control regulations. <br /> <br />(3)' Preparing monthly operation and other special reports, required -,I <br /> <br />by the Office, Chief of Engineers, relative to operation of the reservoir. <br /> <br />6. StLlnding Instr'l..ctions. Hhc::ncver cOI1U11unication beth'een the project and <br /> <br />the t.lbuqucJCque District is broken during a flood period, the operator <br /> <br />shall continue to operate in accordance with the latest instructions until <br /> <br />corrununications llre restored. Ho".:ever, if a clearly-defined .change occurs <br /> <br />that warrants immediate action, such as the necessity to initiate emer- <br /> <br />gency spillway releases, the required operation should be effected. <br /> <br />7. Modific~tion of Regulations. The official regulations are subject to <br /> <br />temporary modification during flood emergencies by the District Engineer, <br /> <br />Albuquerque District. Permanent changes in the regulations may be made by <br /> <br />reissuing them in the same m~nner as wh8n originally prescribed. <br /> <br />8. Operation Reports. <br /> <br />a. The reservoir operator or operating agency shall report by telephone <br /> <br />to the Flood Plain l'lanagement and Hydraulics Branch, Engineering Division <br /> <br />(FTS phone number 474-2636), Albuquerque District, each workday between <br /> <br />8:00 and 9:00 a.m. during the period 15 April to 1 November when fl0\1S are <br /> <br />4 <br />
