In order to insure that the flood <br /> <br />control operation of Pueblo Reservoir will be effective and reasonable as <br /> <br />possible in controlling floods in reaches of the Arkansas River below Pueblo' <br /> <br />Dam, it is essential that the operating agency keep advised at all times of <br /> <br />possible flood hazards, weather conditions, inflow to the reservoir, ,flo," <br /> <br />in downstream tributaries and flow in the various downstre~. reaches of the <br /> <br />Arkans2.s River.
