The 1975 National Water Conference was <br />concerned with the adequacy of the national water policy, and the <br />examination of the role of each level of government revealed the <br />need for policy direction to be more clearly defined in order to <br />continue to undertake water projects, Other actions such as <br />Federal legislation and administrative directives have resulted in <br />. policy statements in furtherance of the national goals. Although <br />many ofthese policy statements have not been adopted officialiy, <br />many serve as guides in the formulation of policies for States and <br />river basin commissions. <br /> <br />Regional Water Resources <br />Management Goals and Objectives <br /> <br />Many of the broad goals for water resource manage- <br />ment in the Missouri Basin were established in the 1940's and are <br />still being achieved under the Pick-Sloan Missouri Basin Pro- <br />gram. Major accomplishments 01 this program include: (1) open- <br />channel navigation on the Missouri River from the mouth to Sioux <br />City, Iowa; (2) flood control on the Missouri River main stem and <br />tributaries through a system of reservoirs, levees and local pro- <br />tection projects; (3) hydroelectric power generation, both on the <br />main stem and on the tributaries; (4) irrigation projects throughout <br />the Basin; (5) installation of land and water conservation mea- <br />sures; and (6) improvement and enhancement of recreation and <br />fish and wildlife opportunities. <br /> <br />Multiple uses of the water resource is a management goal <br />that has been pursued in the Basin and must be continued as <br />water needs increase in the future. <br /> <br />In the constantly changing world, goals must change to <br />accommodate our society's preferences, Goais are not easy to <br />identify and most often are not fully revealed. To better guide <br />planning toward more efficient use and management of the Ba" <br />sin's resources, the Missouri River Basin Commission adopted in <br />1974 the following policy statement which outlines its general <br />planning goals and objectives: <br /> <br />Commission plans and programs will be directed at in- <br />fluencing achievement of the fOllowing objectives, <br />through water resources management, planning, de- <br />velopment, and preservation: <br /> <br />· Enhancing the overall quality of life of Basin residents; <br />. Encouraging the orderly population growth of Basin <br />cities and communities with emphasis on communities <br />in the 5,000 to 200,000 population size range; <br />. Expanding the agricultural production capability of <br />Basin farms; <br />· Preserving rare and representative ecological areas <br />and protecting unusually scenic water resources <br />areas; <br />.
