AJlhough the BLM has not identified our salinity control efforts as <br />stated performance goals or workload measures in the national strategic plan, we have <br />incorporated watershed and riparian restoration as performance goals or workload measures. In <br />doing so the BLM performance goals integrate a \l,ide variety of waler quality related concerns, <br />such as sediment. <br /> <br />Education and Trainin12 ofField Personnel <br /> <br />The BLM engages in several activities designed to educate field personnel in t.he area of <br />nonpoint source pollution control which includes salinity control. The BLM conducts an armual <br />salinity coordinators meeting to promote internal consistency and improve communication. This <br />year's meeting included presentations from other agencies regarding their salinity related work. <br />Over the last 18 months the BLM has held three workshops on soil erosion modeling. These <br />workshops are held in conjunction \\;th the Forest Service and the Agricultural Research Service. <br />The purpose of these workshops is to inform and train BLM personnel on the latest <br />developments in soil erosion modeling, Also in the last year the BLM has held three sessions of <br />our nonpoint source pollution course. The BLM representative to the salinity workgroup is an <br />instructor in that class. <br /> <br />Salt Retention and Cost Effectiveness Computations <br /> <br />During the past year the BLM has made major changes in accounting for salt retention, in <br />monitoring Soil, \Vater and Air program funds, and in computing cost effectiveness of salt <br />savings associated with land management measures and projects, These changes were <br />implemented in part based upon BLM consideration of past recommendations by the CRBSC <br />Advisory Council. We will continue to use these methods in our reporting to the Council. In <br />particular, the Bureau of Reclamation (BOR), the Natural Resources Conservation Scr.;ce <br />(l'.'RCS), and the BLM met in March, 1999 to discuss consistent methods of computing cost <br />effectiveness for salinity measures and projects, and to hear the description of the computations <br />that BOR has used for many )'ears. Representatives of these agencies discussed this method and <br />concurred tha, it should be used by the NRCS and the BLM. Our 1999 accomplishment <br />reporting to the Council incorporated the BOR methods, We v.iJl continue to hold coordinating <br />meetings with the other agencies as needed to help achieve the PI3Jl of Implementation as <br />published in the 1999 Review. <br />
