CHARTER

Official designation: Colorado River Basin Salinity Control Advisory Council

SCODe and objectives: The Committee will provide advice and recommendations to the
Secretaries afthe Departments afthe Interior (Interior) and Agriculture (Agriculture) and the
Administrator of the Environmental Protection Agency (EPA) on all matters relating to efficient
and timely planning and execution of salinity control measures and procedures specified in the
Colorado River Basin Salinity Control Act (Public Law 93~320. Tit..le n, as amended by Public
Laws 98-569,104-20, and 104-127)

Duration: The Council shall remain active through the planning, construction, operation, and
repayment afthe features and programs authorized under Title II.

Agent\' or official to ,,,,,ho the committee reports. The Council shall report to the Secretaries of
the Interior and Agriculture and the Administrator of EP A

Bureau responsible for providing necessarv support: The Bureau of Reclamation (Reclamation)
shall coordinate the support activities for the Council.

Estimated annual operating costs: The estimated annual operating costs associated \l/ith
supporting the Committee's functions are estimated to be less than $5,000, including all direct
and indirect expenses. There are no FTE allocated as statT support.

Description of duties: By statute, the Advisory Council shall serve in an advisory capacity only
and shall:

a Act as liaison between both the Secretaries of the Interior and Agriculture and the
Administrator of the Environmental Protection Agency and the States in accomplishing the
purposes of this title;

b. Receive reports from the Secretary on the progress of the salmity control program and
revie".' and comment on said reports;

c. Recommend to the Secretaries of the Interior and Agriculture and the Administrator of
the Environmental Protection Agency appropriate studies of further projects, techniques, or
methods for accomplishing the purposes of this title; and

d Revie\\' the allocation of salinity costs bet\l;een the Upper Colorado River Basin Fund
established by section 5(a) of the Colorado River Storage Project Act (70 Stat 107) and the
Lo\'~:er Colorado River Basin Development Fund established by section 403(a) of the Colorado
River Basin Project Act (82 Stat 885).
