Appendix 2 and shall take no action unless the charter filing requirements <br />of section 9 of F ACA have been complied with. Pursuant to Public La\.... 93-320, Title II, as <br />amended, the Committee has the statutory requirement to remain active through the planning, <br />construction, operation, and repayment of the features and programs authorized under Title 11 <br />However, the continuous operation of the Committee is subject to review and rechartering under <br />F ACA every 2 years <br /> <br />Committee membershiD" Membership on the Council is specified in the authorizing statute as <br />being comprised of no more than three representatives from each of the seven Basin States <br />(\Vyoming, Colorado, Utah, New Mexico, Arizona, Nevada, and California) The <br />representatives will serve at the discretion of the Governors of the States involved, \\lith the <br />membership balanced in tenns of points of view represented and functions to be perfonned The <br />Commissioner of Reclamation, or his representalive, shall act as the Designated Federal Official <br />for the Council. <br /> <br />Subgroups' The committee may establish such workgroups or subcommittees as it deems <br />necessary for the purposes of compiling information or conducting research HO\I,'ever, such <br />workgroups may not conduct business and must report to the full committee.n <br />, <br />
