<br />. <br /> <br />. <br /> <br />PHASL II: INVENTORY OF RESOURCES AND NEEDS <br />Any planning effort should begin with an identification of <br />resources that are available and identification of needs or de- <br />mands that can utilize these resources. The objective of Phase <br />II of the proposed study will be to identify and inventory the <br />water resources of the Cache la Poudre Basin, the needs (uses) <br />that can be supplied by the resource, and the existing and pot- <br />ential facilities that could fully develop the resource. During <br />this phase of the study, an inventory of existing and potential <br />facilities that may be used in combination to formulate alterna- <br />tive integrated projects for development of the resource will be <br />assembled. Water supply and flood hydrology data needed to guant- <br />ify the resource and its use as well as water rights and economic <br />data needed to quantify the projected demand for the resource will <br />be compiled. <br /> <br />PHASE III: PRELIMINARY PLAN FORMULATION <br />The objective of this phase of the study is to make a pre- <br />liminary identification and evaluation of alternative projects <br />(COmbinations of facilities) and their operations to develop the <br />unused portions of the watershed yield and select a candidate <br />project or projects for investigation at reconnaissance level of <br />planning. <br />Present and projected water uses will be analyzed in order <br />to formulate future water use scenarios. These analyses will be <br />used to generate the water use priorities and economic factors <br />necessary as input into the MODSIM model. A calibrated "without <br />project" data base will be developed for use in the model to <br />simulate present water resource conditions in the basin. The <br />present "without project" conditions will be used in estimating <br />economic output of alternative projects. <br />Preliminary studies will be carried out to simulate the <br />hydrologic conditions of the basin. Interactive data management <br />packages will be used to generate flow data and flood hydrographs <br />at facility sites as required. <br /> <br />I-3 <br />
