<br />, <br /> <br />. <br /> <br />. <br /> <br />i. <br /> <br />A discussion of the use of hydrologic models is presented <br />later in this section. TUdor plans to use the MODSIH model <br />developed by the Colorado Water Resources Research Institute <br />(CWRRI) in the preliminary plan formulation phase. Tudor has <br />explored the possibility of using the services of the CWRRI and <br />has made tentative arrangements to enter into an agreement with <br />them to assist in use of the model. It is anticipated that one <br />of the operation simulation models developed by the u.s. Corps <br />of Engineers' Hydrologic Engineering Center will be used in the <br />reconnaissance plan formulation phase. During the reconnaissance <br />plan formulation phase Tudor plans to use economic impact models <br />to estimate output of the project. Tudor recognizes, however, <br />that use of the automatic computer capability does not eliminate <br />the need for experienced engineering and planning judgement. <br />Maximum use will be made of Tudor's expertise and experience <br />developed in accomplishing investigations of similar scope and <br />complexity to make the computer capability more meaningful. <br />Throughout the study, Tudor proposes to use methodologies <br />and techniques that are technically sound and accepted by the <br />engineering and planning professions. <br />Tudor recognizes that close coordination with the Colorado <br />Water Conservation Board (CWCB) must be maintained throughout the <br />study to gain input from the involved public and state agencies. <br /> <br />i, <br /> <br />PHASE I: PRELIMINARY TASKS <br />During Phase I of the study all existing data and information <br />relevant to the development and beneficial use of the development <br />of the surface water resources of the Cache la Poudre Basin will <br />be collected and reviewed. The data will be reviewed in order to <br />identify what data are pertinent to the study in their present <br />form, which data must be modified and upgraded, and where data <br />gaps ,exist. Additional efforts will be made to update existing <br />data and fill in data gaps. <br />A detailed management plan will be prepared as part of this <br />phase. <br /> <br />I-2 <br />
