PL&~ OF STUDY <br /> <br />GENERAL <br />The proposed study of the economic and engineering feasi- <br />bility of the Cache la Poudre Project will be conducted according <br />to the plan of study outlined below. A flow chart for the plan <br />of study is included at the end of this section as Figure 1-1, <br />and a more detailed description of the major work tasks and <br />schedule for the plan of study are presented in Section II of <br />this proposal. The plan of study will be divided into five major <br />phases. During the initial phase of the study, existing data <br />relevant to the project will be assembled and reviewed. The sec- <br />ond phase of the study will be an inventory of available resources <br />and an evaluation of the demand to utilize these resources. Phase <br />III of the study will be a preliminary plan formulation, which <br />will be followed by the reconnaissance level plan formulation <br />during Phase IV. Phase V of the study will consist of review of <br />the previous phases of the study and report preparation. <br />The complexity of existing and potential facilities for the <br />development of the water resources of the Cache la Poudre Basin, <br />along with the many present and projected demands on the surface <br />water supplies, could result in an untold number of possible devel- <br />opment combinations and operational schemes. Tudor proposes to <br />identify a plan for development of the surface water supplies <br />of the basin within the existing institutional and political <br />framework. The purpose of this study will be to identify this <br />development plan in a logical and systematic manner, considering <br />as many reasonable combinations of facilities (projects) as is <br />possible within the constraints of time and funding. A number of <br />possible projects will be considered and tested in the preliminary <br />phase to identify a candidate project to be considered at the re- <br />connaissance level of study. To facilitate handling of the vast <br />amount of data associated with the many alternative projects, <br />Tudor plans to make use of its automatic data processing capability <br /> <br />", <br />( <br />
