<br />. <br /> <br />. <br /> <br />Engineering studies will be conduc~ed to determine the <br />storage and operational characteristics of the facilities iden- <br />tified in the inventory, and preliminary estimates of the cost <br />of developing each facility will be prepared. Tudor's enginee,- <br />ing judgement will be used to insure that only technically feasi- <br />ble and acceptable facilities are considered. The result of these <br />engineering studies will be the storage, operational, and cost <br />characteristics that are required as input into the MODSIM model. <br />Possible combinations of facilities for integrated projects <br />will be identified. These identifications will be based on the <br />engineering and planning expertise, and past experiences, of the <br />Tudor staff. Close coordination will be maintained with the CWCB <br />to insure that only acceptable alternatives are considered. <br />These alternative projects will be evaluated using the MODSIM <br />model to jUdge their relative economic effectiveness. The availa- <br />ble annual yield of the basin will be determined and the committed <br />portion of that yield will be identified and quantified according <br />to present water rights. The available resource for further devel- <br />opment will be identified and the relative economics of develop- <br />ing the resource will be determined for the alternative projects. <br />Based on the results of these evaluations, a candidate project <br />or projects will be selected for investigation at reconnaissance <br />level of planning. This process of project identification and <br />evaluation will not be a one step process but will be an itera- <br />tive process in which the CWCB will be intimately involved. Re- <br />sults of the process will determine whether a single project or <br />more than one project is selected as a candidate for reconnaissance <br />level of study. The man-power estimates included in this proposal <br />are predicated on studying one project at the reconnaissance level. <br />If more than one project ap~ears to be economically attractive <br />and worth comparing in more detail, man-power levels will increase <br />according to the number of candidate projects. An interim report <br />will be prepared showing the results of the prelimi~ary plan <br />formulation. <br /> <br />1-4 <br />
