<br />. <br /> <br />0145 <br /> <br />Consultant Selection and Contract Award: <br /> <br />Analysis of the range of issues and impacts raised by a large <br />scale transfer of agricultural water in rural colorado requires use <br />of the following disciplines: water resource engineering, <br />agricultural engineering, water law, economics, sociology, and <br />environmental analysis. Consultant section proceeded pursuant to <br />section 24-30-1401 et. seq., C.R.S. A four member panel evaluated <br />resumes describing the abilities of sixteen firms to conduct the <br />study. Four firms were selected and given the final RFP and <br />invited to submit detailed written and oral proposals. The same <br />panel reviewed those proposals and rated the firms based on <br />expertise, approaches to the study, and presentation skills. The <br />top rated firm was Gronning Engineering Co. (GEC) of Denver. A <br />negotiated contract in the amount of $95,000 with GEC was finalized <br />on November 9, 1992. A notice to proceed was issued on November <br />23, 1992 following necessary state approvals of the contract. <br /> <br />. Coordination with other studies and Public Involvement: <br /> <br />. <br /> <br />Several other related studies are in progress or have recently <br />been completed, and an effort has been made to avoid duplication of <br />effort and take advantage of information developed by those <br />studies. <br /> <br />In addition, Governor Romer's Executive Order B 006 92, which <br />created the Lower Arkansas River commission specified that LARC: <br />"coordinate with affected parties in the lower Arkansas River in <br />advising the (Board) on its implementation of the provisions of <br />Senate Bill 87 authorizing a $100,000 study on the transfer of <br />water from rural to urban needs. The Board sought and obtained <br />input from LARC in formulating the POS/RFP, but due to the fast- <br />track schedule LARC is following has not been able to provide much <br />useful information to LARC as of this time.
