In the future, as LARC further refines its
own study and plans, the Board may be able to provide useful data
and analysis from the Ft. Lyon Study.

other study efforts with which the Board and GEC have
coordinated include:

1. Boyle Engineering corp's studies prepared for the Colorado
Division of Water Resources for use in the Kansas v.
Colorado litigation.

2. The united states Geological Survey's study of irrigation
operations by the Ft. Lyon Canal Company.

2. Tasks Force II's effort to study the creation of a local
water management entity to participate in water transfer
transactions in the Lower Arkansas Valley. The Board
specifically excluded this concept from the current Ft.
Lyon Study to avoid duplication, and has considered
providing Task Force II with other financial assistance
when it is ready to proceed.

public involvement is an essential component of the study
since an effort is being made to determine the social and economic
impacts of water transfers, in addition to the customary hydrologic
factors. To understand the interests and concerns of the local
community as well as the Ft. Lyon shareholders, a public
information meeting was held in Las Animas, colorado on January 13.
Approximately 50 people and the press attended to learn about the
study and provide input on possible alternative transfer
strategies. Formal meetings were held with the directors of the
Ft. Lyon Canal Company on January 13, and FLOW on November 13,

5

,
