<br />The portion of Senate Report No. 2178 pertinent to this <br /> <br />study is as follows: <br /> <br />"Delivery of Colorado River water to Mexico, $285,OOO.--For <br />the purpose of studying proposals made in an effort to solve <br />the problem of salinity of Colorado River water delivered to <br />Mexico under the treaty of 1944, the committee approves a <br />nonreimbursable expenditure of $285,000 from available funds. <br /> <br />"Recommendation by the committee of these :funds does not by <br />any means constitute an admission or belief that the United <br />States is responsible in eny degree for the quality of water <br />delivered to Mexico under the treaty. On the contrary, under <br />the treaty of 1944 water delivered to Mexico in the Colorado <br />River is to be 'from any and all sources' end is to be 'made <br />up of the waters of the said river, vhatever their origin' ; <br />and therefore the committee insists there is no responsibility <br />or requirement on the part of the United States to assure <br />that water entering Mexico is of any particular quality. <br /> <br />"The committee directs that the studies which are to be made <br />with this money shall not encompass a solution requiring <br />that water delivered to Mexico from the United States bypass <br />the Morelos Dam; require that all water delivered to Mexico <br />from the Colorado River be charged against Mexico's allot- <br />ment as set forth in Article 10 of the treaty; end that they <br />include possible remedial measures in all irrigated areas <br />from which return water flows into the Colorado River below <br />Hoover Dam. The 'committee further directs that in connection <br />with studies of proposed construction or operation on en <br />irrigation project, there be close coordination end consul- <br />tation with appropriate end responsible officials of such <br />projects. The Department is to report to the committee not <br />less frequently than once every 60 ~s the specific pro- <br />posals investigated, the status of the investigations, their <br />costs, and an estimated completion date of each of the pro- <br />posals examined." <br /> <br />. <br /> <br />Due to time l1lllitations, and in order to provide the earliest reduction <br /> <br />of the peak salt concentration, investigative efforts for earl,y relief <br /> <br />were concentrated in the Wellton-Mohawk area, although salinity <br /> <br />\" <br /> <br />sampling has been initiated at strategic points in the Colorado River <br /> <br />below Hoover Dam. Measures on other projects such as the South Gila <br /> <br />Valley Unit of the Gila Project and the Valley Division of the Yuma <br /> <br />Project are considered in the ultimate plan.
